A recent physical audit evaluated 1,694 public concrete shelters across the country.
It found that 831 shelters meet basic criteria for emergency use.
That figure represents 49 percent of the national total.
The remaining shelters require repairs before people can use them safely.
Denmark's Ministry for Civil Security and Emergency Management conducted the audit.
