Supreme Court Upholds Underage Test Buyers for Tobacco Checks
Denmark's Supreme Court has ruled that authorities can legally use young test buyers to inspect alcohol and tobacco sales.

The decision follows a legal challenge by a local kiosk owner. The owner received a fine of 25,000 Danish kroner in summer 2024. The fine was given after selling nicotine pouches to a 16-year-old test buyer.
The Danish Safety Technology Authority conducted the test purchase. The Supreme Court decided that this enforcement method does not break the law.
Store staff must strictly verify customer age before selling regulated products. This ruling confirms that mystery shopper checks by authorities are fully legal. According to CPH Post, official test purchasing operations will remain in place.
