/ DANGDI / DANGDI / DANGDI /Revised European Union social security coordination rules entered into force on November 1, 2026. The European Parliament adopted the regulation on July 7, 2026. The Council of the European Union gave final approval on September 28, 2026. Most updated rules will take effect two years later on November 1, 2028. Member states will use this transition period to adapt national administrative procedures.
The updated framework modernizes social security protections across EU member states. It also covers Iceland, Liechtenstein, Norway, and Switzerland. About 16 million European citizens currently live or work in another EU country. The regulation aims to prevent gaps in coverage and double contributions. It introduces clear rules for long-term care, family benefits, and unemployment benefits.
For posted workers, new requirements apply before cross-border assignments begin. Employees must join their home social security system at least three months beforehand. After 24 months of posting, a mandatory two-month break is required. Employers must notify authorities before postings start, except for standard business trips. Notification is also waived for short postings up to three days outside construction.
The updated regulation extends the job search window for retaining cross-border unemployment benefits. Authorities will also strengthen digital information exchanges to combat social security fraud. According to the European Commission, individual member states still set their benefit levels.
