EU releases guides for carbon border imports

The European Commission published ten guidance documents for the Carbon Border Adjustment Mechanism. The new rules support non-EU producers and EU importers during the definitive phase.
The guidance sets out monitoring, reporting, and financial requirements for carbon-intensive products. Affected sectors include cement, hydrogen, fertilisers, iron, steel, aluminium, and electricity. Importers must prepare to report actual emissions data for their 2026 goods.
The guidance series includes four general manuals and six sector-specific guides. Manuals cover basic concepts, non-EU operator roadmaps, and emission calculation methods. They also explain free allocation adjustments and the use of default values.
The sector guides provide worked examples for value chains and production processes. Businesses must set up robust monitoring plans to prepare for data verification. The materials aim to help companies understand changes from the transitional period.
