EU Plans Digital Social Security and Work Passes for Non-EU Residents

Non-EU professionals in Denmark will soon face simpler rules when working across European borders.

The European Commission adopted the Fair Labour Mobility Package on 15 September 2026.

The package introduces digital A1 social security certificates under the European Social Security Pass.

Workers can store these documents in an app on their mobile phones.

Authorities can then verify social security status on the spot in real time.

The new rules explicitly cover non-EU citizens working across EU borders.

In 2023, one in five posted workers in the EU was a non-EU national.

The reform protects these workers while making administrative compliance easier.

Qualification recognition will also become much faster under the proposal.

Decisions for regulated jobs like doctors and engineers will drop to five weeks.

Common rules will also recognize non-EU qualifications within four months.

The package includes a single EU portal for cross-border work declarations.

None of these measures apply immediately because legislative approvals are still pending.
