The government wants to stop private groups from settling crimes outside courts.
Under the proposal, participants face fines or up to four years in prison.
Justice Minister Nicolai Wammen introduced the bill in parliament on Wednesday.
He stated that private councils undermine the rule of law in Denmark.
Police have found these councils operating in areas such as western Aarhus.
In one case, individuals offered money to a victim to avoid police action.
Current laws allow private settlements if there is no intimidation.
This loop made it difficult for police to act against informal councils.
The new law criminalizes acts specifically aimed at evading public prosecution.
Police may use wiretapping to gather evidence against illegal councils.
The bill needs majority approval in parliament to become law.
If passed, the new law will take effect on January 1, 2027.
