/ DANGDI / DANGDI / DANGDI /China proposed new technology export rules on 16 October 2026. The draft covers 40 areas in AI, biotech, and solar power. Public feedback is open until 15 November 2026. Exporters must register listed tech before export.
The draft splits tech into banned and restricted groups. Banned tech cannot be exported. Restricted tech needs export permits. A new filing system will ease joint research approvals.
Open-source AI and public paper research are exempt. Overseas users using API connections to access AI in China face no export controls. Rules target large AI models and smart chip designs.
Biotech rules ban selling main drug platform rights. Tech licensing without full sale needs a permit. Solar rules cover key tools used to build overseas plants. European researchers working with China should check these rules. (Source: Ministry of Commerce of China)
